Absolutely. The tourist areas of Cozumel (especially when ships are in) are safe. Running afoul of cruise passengers would hurt the taxi cabs greatly.

Just do a search for “Cozumel wedding spots” or “Cozumel vow renewal” and you’ll find a lot of options. We personally don’t know of a specific spot.

Chankanaab Park has a sandy beach, but it’s man-made. It also doesn’t go right into the water.
